Flick introduces Ten Minute Rule Bill- Children not in School (Register)

Today I was privileged to be able to introduce my Ten Minute Rule Bill to the House. The Bill aims to place a duty on local authorities to maintain a register of children who are not in school. I want to emphasise this is not enforcing people to teach in a certain way, this is from a safeguarding angle and making sure children are being taught the basics. Not every child is safe and receiving the same quality education as others. The register does not seek to disrupt those families successfully home educating but offer further support. Most importantly, the register will allow Local Authorities to fulfil their existing statutory responsibility to find children who are left on fringes and at risk of harm.
